On July 5, 2017 PSU-AAUP received a copy of an email sent to all emeritus faculty members notifying them that PSU would impose a fee for parking if they were employed by PSU, and that they would check their employment status monthly with HR.
There has been a well-established past practice that emeritus faculty members are granted free parking. Emeritus faculty members have never previously been charged parking fees if they were employed by Portland State University. The HR website at https://www.pdx.edu/hr/ready-to-retire-or-retired-employees does not now, and has never indicated that the “Emeritus parking permit … issued free of charge…” would be charged if the emeritus faculty member accepted post retirement employment with PSU.
Most emeritus faculty members who are employed have less than .5 FTE, with some as low as .1 FTE, and this added cost will wipe out the earnings for most of these people. Emeritus faculty who are employed at less than .5 FTE are represented by PSUFA.
We believe that charging emeritus faculty who are working is a change in working conditions for current and past PSU-AAUP members working in post-retirement employment. As such, PSU-AAUP submitted a Division A grievance challenging the imposition of the fee.
PSU-AAUP also submitted an Information Request to identify the current and past members that are impacted.
We have requested and the University has agreed that the grievance be held in abeyance until the information response is received.
