On October 20, 2017 we reported that we had submitted a proposal for the revision to the bridge funding program. Those revisions are now complete.
Here is the revised birdge funding program.
We expect this will make this bridge funding significantly more accessible to more PSU-AAUP members potentially impacted in their employment by temporary gaps in external funding.
LOA #11 provides that the pilot program will sunset after 2016-17. This revision will enable its sunset after the September 1, 2018 deadline, after which the report will be completed and the parties will meet to review the report, and the program.
We had already agreed that that the bridge funding program could be an add on topic if either party opened the CBA for changed economic conditions pursuant to Article 30 Section 10. At this point it seems unlikely that either party will initiate that reopener. If the pilot program is deemed successful, it is unclear if we would have an opportunity to make it permanent prior to bargaining the sucessor contract in 2019. If we are unable to address the matter outside successor bargaining, then it would be a potential area of negotiations for the successor contract.
