PSU-AAUP Membership Vote: Retirement Transition Program MOA

The Executive Council has approved the following Memorandum of Agreement (MOA) for ratification. The ratification ballot opens TODAY, Thursday February 26, 2026 at 4:30 pm and will be open until Friday March 13, 2026 at 5 pm. We will be using the online voting system ElectionBuddy for the email voting, and PSU-AAUP members will receive the invitation to vote from ElectionBuddy once it is open.

MOA Retirement Transition Program (RTP) AY 2025-26 to AY 2027-2028 

This Memorandum of Agreement establishes a new Retirement Transition Program (RTP) for PSU-AAUP members from AY 2025–26 through AY 2027–28, expanding the previous retirement program into two structured options. Eligible members (55+ or with 30 years of uninterrupted PSU service and fully vested in PERS or ORP) may choose: (1) a one-year redistribution option that allows up to 50% of teaching and/or service to be reassigned to other duties in the final year; or (2) a phased FTE reduction option over up to three years at either 0.75 or 0.50 FTE, with proportional reductions in duties and continued full healthcare benefits (with other salary-based benefits prorated). Both options require an irrevocable Retirement Transition Agreement (RTA).

Participants retain access to IPDA funds through their retirement date (with contributions prorated under phased FTE) and are exempt from PTR/PCAR once in the program (with limited exceptions). Under Option 1, eligible faculty may take a sabbatical during their one-year transition, and doing so fully satisfies any obligation to return after sabbatical. Applications are reviewed by chairs, deans, and the Provost under specified criteria, require written reasons for denial, and may be modified for later years of phased FTE by mutual agreement. Participation cannot be denied solely because a unit is subject to restructuring or retrenchment.

PSU-AAUP Members should be on the lookout for the ballot TODAY, Thursday February 26 at 4:30 pm, with reminders every two days until voted. Members should email us at aaup@psuaaup.net if they don't receive a ballot.
